Wang Menghui, Minister of housing and urban rural development, announced that China has built the largest housing security system in the world. He said that under the strong leadership of the CPC Central Committee with Comrade Xi Jinping as the core, the Ministry of housing and urban rural development has fully implemented the spirit of instructions of general secretary Xi Jinping on housing and urban and rural construction, innovating and pioneering, promoting the historic development of housing and urban and rural construction, and has made positive contributions to building a well-off society in an all-round way. Ni Hong and Huang Yan, vice ministers of housing and urban rural development, attended the press conference and answered relevant questions.

The CPC Central Committee and the State Council attach great importance to solving the people's housing problems and accelerating the improvement of the housing security system is an important measure to improve the people's basic housing needs. In recent years, the Ministry of housing and urban rural development has mainly done three aspects:

First, accelerate the establishment of a housing security system dominated by public rental housing, indemnificatory rental housing and housing with common property rights. Second, a relatively complete set of housing security policies and management systems have been established. It mainly includes two aspects: one is the supporting policies of Finance and taxation, finance and land. The second is about the access, use, exit and operation management mechanism. Third, a large-scale indemnificatory housing has been built.

According to Wang Menghui, in 2019, the per capita housing construction area of urban residents will reach 39.8 square meters and that of rural residents will reach 48.9 square meters. We will accelerate the improvement of the housing security system with public rental housing, indemnificatory rental housing and housing with common property rights as the main body, build more than 80 million sets of indemnificatory housing and shed reform and resettlement housing, help more than 200 million people in need to improve their housing conditions, basically guarantee the minimum living security and low-income housing families, and effectively improve the housing conditions of lower middle-income families. Adhere to the positioning that houses are used for living rather than speculation, accelerate the establishment of a housing system with multi-body supply, multi-channel guarantee and simultaneous rental and purchase, steadily implement the long-term mechanism of real estate, stabilize land prices, house prices and expectations, and promote the steady and healthy development of the real estate market.

Great changes have taken place in the rural landscape, which has historically solved the housing security problem of the rural poor. Since the comprehensive implementation of the transformation of dilapidated houses in rural areas, 7.9 million households and 25.68 million poor people have been transformed; At the same time, we will support 10.75 million rural low-income households, scattered support for the very poor, poor families of the disabled and other poor groups to transform dilapidated houses; 23.416 million poor households in China have established files and cards to ensure housing safety. Based on the requirements of rural revitalization, adhere to the overall development of urban and rural areas, and vigorously implement the action of rural construction. We will accelerate the modernization of rural housing and village construction and improve the overall level of rural construction. Carry out rural construction evaluation, find and make up for the shortcomings in the construction of rural infrastructure and public service facilities. Focusing on the treatment of rural garbage and sewage and the improvement of village appearance, we will promote the treatment of rural residential environment. The proportion of administrative villages that collect, transport and treat rural domestic garbage exceeds 90%. The living conditions of rural residents have improved significantly, and the majority of farmers have a greater sense of gain, happiness and security.

Five basic systems and six supporting policies to solve the housing problem of new citizens and young people

Next, the Ministry of housing and urban rural development will accelerate the improvement of the housing system, steadily implement the long-term mechanism of real estate, and focus on solving the housing problems of new citizens and young people in large and medium-sized cities. Wang Menghui said that during the "14th five year plan" period, we will focus on the development of affordable rental housing, further improve the housing security system, increase the supply of affordable housing, and strive to achieve housing for all people.

Ni Hong said at the meeting that the State Council issued the opinions on accelerating the development of affordable rental housing on June 24, adhering to the problem orientation, mainly to solve the housing difficulties of qualified new citizens, young people and other groups, highlighting the pertinence, scientificity, standardization and marketization in the system design, focusing on five basic systems and six support policies.

Five systems: first, according to the characteristics of new citizens, young people and other groups, clarify the security standards. Generally, small households with a construction area of no more than 70 square meters are dominated, and the rent is lower than the market rental housing rent of the same lot and the same quality, that is, small households and low rent. The access conditions shall be set by the local people's government according to the local conditions. Second, adhere to the matching of supply and demand. Third, clarify local responsibilities. Fourth, give urban people's governments more autonomy. They can use rural collective operating construction land, self owned idle land of enterprises and institutions, supporting land of industrial parks and stock idle houses for construction, and raise houses through various ways and channels such as new construction, reconstruction, transformation and rental subsidies. Fifth, give full play to the role of market mechanism, guide multi-body investment and multi-channel supply, and accelerate the development of affordable rental housing.

Six policies: first, the land policy has been improved. Such as rural collective operational construction land, idle land and enterprise land. Second, it simplifies the approval process. For the construction of indemnificatory rental housing using non residential stock land and non residential stock housing, the municipal and County People's governments can organize relevant departments to jointly review the construction scheme. After obtaining the certificate of indemnificatory rental housing project, the relevant departments shall go through the formalities of project initiation, land use, planning, construction, fire control, etc. Third, the central government will give certain subsidies to affordable rental housing tasks that meet the provisions. Fourth, reduce relevant taxes and fees. The Ministry of finance, the State Administration of Taxation and the Ministry of housing and urban rural development have issued an announcement, which will be implemented on October 1. Fifth, for the reconstructed indemnificatory rental housing, the price of civil water and electricity shall be implemented. Sixth, strengthen financial support.

During the 14th Five Year Plan period, the transformation of old urban communities built before the end of 2000 was basically completed

Huang Yan said at the meeting that the CPC Central Committee and the State Council attach great importance to the transformation of old residential areas. In fact, at the central city working conference in 2015, general secretary Xi Jinping proposed to speed up the transformation of old communities. After that, he repeatedly stressed the need to rebuild old communities, especially to speed up the short service of old communities in community services, health and epidemic prevention. Premier Li Keqiang's government work reports for four consecutive years have made arrangements to comprehensively promote the transformation of old residential areas as a major livelihood project and development project.

Huang Yan revealed that during the 14th Five Year Plan period, China will basically complete the transformation of 219000 old urban communities built by the end of 2000. With the joint efforts of various departments and localities, positive results have been achieved. From 2019 to 2020, a total of 59000 old urban communities have been newly renovated in China, benefiting 10.88 million households. This year, 53000 old residential areas are planned to be newly renovated, involving more than 9 million households. By the end of July, 42200 residential areas have been started, involving 7.64 million households, accounting for 78.2% of the annual target. From the actual effect, the transformation of old urban communities has been implemented, the supporting infrastructure such as water, electricity, gas and information has been improved, the public service facilities such as elderly care, nursery education and convenience stores have been increased according to local conditions, a large number of potential safety hazards have been eliminated, and the living conditions and living environment of residents in old communities have been improved.

In the next stage, we will focus on the people's "urgent difficulties and expectations", strengthen efforts in promoting the installation of elevators in conditional buildings and improving the property management of old communities, so as to further enhance the people's sense of acquisition, happiness and security.
